Lenovo laptop stops charging past 80% when connected through Thunderbolt dock despite BIOS conservation mode off
Environment
Lenovo ThinkPad X1 Carbon Gen 9, Windows 11 Pro (22H2), Thunderbolt 4 dock (vendor firmware v1.2.0), OEM 65W USB‑C power adapter. Laptop BIOS 1.45. Battery shows 80% charge and 'plugged in, charging' briefly then stops charging though AC connected via dock. Direct connection to OEM adapter charges to 100%.
Symptoms
When the laptop is connected to the Thunderbolt dock, battery charge stops increasing at roughly 79–81% and remains there. Windows reports connected to AC power. Removing the dock and connecting the OEM adapter directly charges normally to 100% immediately. The issue started after a dock firmware update; dock reports delivering 65W on its management interface.
Observations
Windows Event Viewer (Kernel-Power) shows no charge errors; vendor dock management utility shows PD contract at 20V/3.25A (65W). Lenovo Vantage's battery conservation setting (Conservation Mode) was disabled in software, but OEM firmware status readout still indicates a 'conservation' flag when dock is used. Test with different USB‑C cables: some cables limit current and produce same behavior. BIOS shows 'AC adapter type' as 'Unknown' while dock connected, but shows '65W AC adapter' when directly connected.
Already attempted
Updated laptop BIOS and dock firmware to latest versions (no change). Tried multiple USB‑C cables (certified and non-certified), swapped docks to a second identical unit (same behavior), toggled Conservation Mode off and on in Lenovo Vantage, and performed EC/SMC-like reset via Lenovo procedures. Direct connection with OEM adapter always charges to 100%.
Question
Is this likely a PD negotiation/identity issue between the dock and laptop EC/BIOS causing the system to limit charging? What diagnostics and reversible steps should be taken to identify whether the dock, cable, or laptop firmware is responsible, and what interim workarounds are recommended?
