Roaming Windows laptops fail Group Policy update: DNS suffix missing on corporate VLAN causing 'could not locate domain controller'

Environment

Environment

Company-issued Windows 11 laptops (build 22H2) joined to Active Directory domain. Devices connect to two wireless SSIDs: 'Corp-Internal' on VLAN 100 (corporate DHCP/DNS) and 'Corp-Guest' on VLAN 210 (guest DHCP). Both SSIDs use the same WPA2-Enterprise authentication. DHCP servers configured separately per VLAN. Clients use native Windows wireless profiles deployed by Intune.

Symptoms

Symptoms

When users move from the office to a meeting room (switching SSIDs between VLANs) or when the laptop obtains a new DHCP lease, gpupdate /force fails with 'The processing of Group Policy failed. Windows could not locate a domain controller to service the request'. Network access by IP works (ping DC by IP succeeds), but hostname lookups for domain controllers fail.

Observations

Observations

ipconfig /all on affected clients shows no DNS suffix search list on the wireless adapter while connected to VLAN 210. DHCP Option 15 (DNS domain name) appears to be delivered on VLAN 100 but not VLAN 210. Computers on VLAN 210 using same DHCP scope but different DHCP server do not get the domain search suffix. Event Viewer (System) shows 1058 Group Policy errors referencing 'could not locate the domain' immediately after obtaining DHCP address on VLAN 210. Running 'nslookup domaincontroller.domain.local' returns 'server can't find domain.local: NXDOMAIN' until DNS suffix is manually added.

Already attempted

Already attempted

Flushed DNS cache (ipconfig /flushdns), restarted the 'DNS Client' service, and ran 'gpupdate /force' as Administrator — no change. Manually setting the primary DNS suffix on the wireless adapter restores GP access until next DHCP renew. Verified AD DNS servers reachable and servicing requests for other VLANs.

Question

Question

Why do laptops lose the DNS suffix on certain VLANs and what are safe, reversible server-side or client-side remedies to ensure Group Policy finds domain controllers when clients roam between VLANs?

Most likely causes

DHCP server for the guest/roaming VLAN is not supplying DHCP Option 15 (DNS domain name) so clients do not receive the domain search suffix 90%
Wireless controller or network gateway is intercepting DHCP and rewriting options (DHCP proxy or relay) and not forwarding Option 15 to clients 50%
A corporate endpoint protection or VPN client running on the laptop overwrites adapter DNS settings upon network change and removes the DNS suffix 30%

Summary

Group Policy client discovery relies on DNS name resolution; when the DHCP server on a VLAN omits DHCP Option 15 (DNS domain), Windows will not append the AD DNS suffix to single-label host queries, so lookups for domain controllers fail. The behavior reproduces when ipconfig shows the DNS suffix missing only on the problematic VLAN. Possible root causes include DHCP scope misconfiguration (Option 15 omitted), DHCP relay or vendor-specific options stripping the suffix, or policy on the wireless controller/Gateway overriding DNS behavior. Client-side improvments (e.g., static suffix) mask the root cause but don't scale.

Suggested Fixes

Diagnostic step 1
On an affected client connected to the problematic VLAN, run 'ipconfig /all' and capture the DHCP server IP and the absence of 'DNS Suffix Search List'. Do not change client settings yet; record outputs.
Diagnostic step 2
On the DHCP server for that VLAN, confirm Option 15 is configured and served: check the DHCP scope options or reservations. If missing, add the correct domain name (e.g., domain.local) and renew client DHCP leases for a test laptop.
Diagnostic step 3
If a DHCP relay/proxy (wireless controller) is present, verify it is configured to forward and not rewrite scope options. Coordinate with network team before making changes to relays — this is a reversible config change but should be done in maintenance windows.
