Laptop reports 100% battery but runtime halves and capacity drops sharply when Intel Turbo Boost active
Environment
Ultrabook with Intel 11th-gen CPU, Windows 11 Pro, OEM battery firmware v1.02, BIOS v1.3. Laptop used both on AC and battery; power profile set to 'Balanced' with Turbo Boost enabled by default.
Symptoms
Battery indicator shows 100% and charging state 'Not charging' when unplugged, but measured battery runtime (from full to shutdown) is approximately half of expected. Third-party battery monitoring app reports full charge capacity has fallen from 52,000 mWh to 28,000 mWh after a recent BIOS update only when Turbo Boost is enabled; disabling Turbo Boost returns reported capacity to previous values and runtime increases.
Observations
Battery health in OEM diagnostics toggles between 'Good' and 'Degraded' depending on CPU frequency policy: when power limit allows sustained Turbo the battery voltage sag events are logged in embedded controller (EC) event log. Windows Battery Report shows cycles consistent with age and a sudden change in design vs full charge capacity correlating with BIOS update. No visible swelling or physical damage. Thermal throttling occurs when Turbo sustained, but the EC logs indicate frequent transient power limit events.
Already attempted
Rolled back to older BIOS (where allowed) and observed inconsistency: older BIOS also shows reduced capacity with Turbo enabled but less severe. Updated battery firmware where available. Ran OEM battery calibration routine. Disabled Turbo Boost via manufacturer power utility and Intel XTU — reported capacity and runtime improved. Tested with and without background workloads (web browsing vs Cinebench) and logged EC events during both.
Question
What could cause the reported full-charge capacity to fluctuate and actual runtime to drop only when Turbo Boost is enabled? How can I safely diagnose whether this is a battery degradation, EC firmware bug, or power delivery/thermal control behavior, and what reversible mitigations should I try before contacting vendor support?
